This tweak lets adds the missing functionality mentioned above thereby avoiding the need of first unlocking your device and then opening your NC. So now one can access missed calls, messages, and other notifications anywhere.
To download the same go to Cydia and install Bulletin.
No new icons are added to the homescreen and to configure the app you need to open stock settings and look for Bulletin.
Under the app’s section you have a couple of options which you can enable/disable according to your wish. Interestingly the app also has a feature where you can make the notification center transparent.
